The Highway Department is responsible for maintaining all of the accepted roads and road right of ways in the unincorporated areas of Milton Township.

Located in the center of DuPage County, Illinois, Milton Township Highway Department includes parts of Wheaton, Glen Ellyn, Carol Stream, Lombard, Glendale Heights and Winfield in the unincorporated areas of DuPage County.

Currently Milton Township Highway Department maintains approximately 90 linearmiles of accepted roads and road right of ways. 

The goal of the Highway Department is to maintain all of the accepted streets in the unincorporated areas of the Township in a manner fair and equal to all.

If you have any questions regarding your street, please feel free to contact our office at 630-682-4270. The office hours are Monday to Thursday 8:00 AM to 4:00 PM and on Fridays from 8:00 AM to 3:00 PM. Calls of an Emergency nature, after regular business hours, can be directed to the DuPage County Sheriff Department.

Summary of Township Duties and Programs

 

Snow Removal

The Township plows and salts streets as needed during the winter months.

There is a winter No Parking Ban on all Township streets from Dec. 1 to April 15 from 2:00 AM to 6:00 Am.

Signs

The Township erects and maintains traffic control and street signs as needed.


Mowing

The Township mows the grass along the right of way of vacant lots 3 times a year.


Street Repairs

The Township maintains and repairs the paved surface of the street as needed.

Brush Pickup

The Township does a brush pickup program twice a year to give the homeowners a place to dispose of minor prunings from their yards. The first pickup is the first Monday in May and the second is the third Monday in September. Brush should be out no later than 7:00 AM on the Monday of the scheduled pickup. The crew will come by to pick up the brush sometime during the week. Due to the volume of brush picked up, the Township can not give a specific time or day for the pickup in your area. Brush should be tied in bundles with twine, Do Not Use Wire, not more than 4 feet in length and 3 inches in diameter and not over 25 pounds per bundle. The Township does not accept any yard waste in bags or garbage cans.

Trees

The Township trims trees on the parkway as needed. All trimming is done at the discretion of the Township. As much as we would like to accommodate the request of the homeowner to be present during the trimming, that is not always possible. Dead trees and storm damaged trees on the parkway are also removed by the Township. If a tree needs to be removed, the Township will also remove the stump. The Township does not replace  trees that are removed. Homeowners can replace the tree at their cost with the approval of the Township.

Culverts and Ditches

The Township does ditching and driveway culvert replacement as needed at no cost to the homeowner, once the street has been accepted into the Township.

Sidewalks

The Township has a cost share program with the homeowner for the replacement of sidewalks. Sidewalks will not be replaced for cosmetic reasons. Call the Township for an inspection if you think your sidewalk needs repairing.

Pavement Markings

The Township applies and maintains pavement markings as needed and as approved by the County Engineer.

Wood Chips

The Township recycles wood chips back to the homeowners of the Township free of charge. Call to schedule a free delivery.

J.U.L.I.E.

The Township is a member of the J.U.L.I.E program to locate buried utilities in your area. Please call  1-800-892-0123  Before you dig !    It’s the safe thing to do, it’s the law and it’s free !

Permits and Bonds

The Township requires a permit and bond for most construction projects done by the homeowner or a contractor for the homeowner on their property. Please call the Highway Department (630-682-4270) and the DuPage County Building Department ( 630-407-6700) before you start your project to see if you need a permit. Waivers can be given for certain projects. A final inspection will be done when your project is completed, and the bond will be returned if there is no damage to the right-of-way.

Dead Animal

The Township will only remove dead animals from the right-of-way. Animals located on private property are the responsibility of the homeowner.

Where is the Highway Department located and how do I get there?

The Highway Department is located at 23W040 Poss Street in Glen Ellyn, Illinois. If you are coming from the north, take Main Street / Glen Ellyn  Road south from North Ave to Poss Street turn right on to Poss street and follow Poss to Township yard. If you are coming from the south, take Main street north from St. Charles / Geneva Rd. ( 5 – Corners) to Poss street and turn left onto Poss and follow Poss to Township yard. If you are coming from the East, take St. Charles Road west from Rt. 53 to Main street, turn right onto Main street to Poss street, turn left onto Poss and follow Poss to Township yard.  If you are coming from the west, take either Geneva Rd. or St. Charles Rd. east from Bloomingdale Rd.  to Main St., turn left onto Main to Poss, turn left onto Poss and follow Poss to township yard.

I’m building a deck, shed, garage, home addition, fence, driveway roof, etc. Do I need a permit?

In most cases, yes. Contact the Highway Department for more information before you start your project.

I went to the County for a permit for the work I’m doing on my private property and they said I need a permit and bond from the Township. Why?

The Township issues permits and bonds to protect the right of way during the construction phase of your project. If there is no damage to the parkway during the construction or the damage is repaired, the bond posted is returned in full at the completion of the project. There is no cost for the permit.

There is a tree down across my street, blocking traffic. Who do I call?

Call the Highway Department and we will have someone come out and remove it as soon as possible. If it is  after regular business  hours and is an emergency, contact the DuPage County Sheriff Department and they will notify the Township.

My street was plowed and salted, but they missed the area in front of my house. Why?

In most cases, there was a car parked in the street during the plowing operations. To avoid this situation, please make sure all cars are removed from the street and put into your driveway during plowing operations.

I live in unincorporated Milton Township, but you never plow or maintain my street. Why?

In those cases , your street has been annexed into a City or Village. When a City or Village annexes a piece of property across the street from your property, they also annex the street and the right of way in front of your house.

I came home and there were different colors of paint marked on the parkway in front of my home. Why?

In most cases, this is J.U.L.I.E. The utility companies in your area are locating underground utilities for a project.

My driveway apron has sunk and needs repair. Will the Township repair it?

            No, driveways are the responsibility of the homeowner.

The ditch or parkway in front of my home is always wet, and it hasn’t rained for a while. What could be causing this?

There are several possible reasons for this situation. The most common reason is that there is a sump pump discharging water into the ditch. The Township does have an ordinance that prohibits  discharging  sump pump water into ditches.

The second most common reason might be a water main leak. If you think that this might be the cause, contact the Water Department that services your area.

I have a water problem in my back yard. Will the Township come out and repair it?

No, the Township can only work on the area of accepted right of way in front of your home. Try contacting DuPage County Storm Water Management and see if there is something that they can do to help.

What is right of way?

This is the area in front of your home that is owned by the public and accepted and maintained by the Township.

I’m taking a tree down on my private property. Will the Township come by and haul away the branches and logs?

No, all work done on private property must be removed and paid for by the homeowner.

What does the Township do with the wood chips from the tree they took down in my neighborhood?

The Township recycles them back to the homeowners in the Township. Call the Township to schedule a free delivery.

My neighbor has dumped a lot of debris, brush, trash, etc. in the parkway area. Can the Township help  ?

Yes, the Township has an Ordinance Enforcement Officer who can come out and visit the site and enforce any ordinance violations.
